This certificate is designed to provide individuals with the necessary background and skill needed to care for the mentally and physically challenged, drug and alcohol abusers, as well as individuals with other abuse problems. This certificate can also provide needed in-service training for those who are already employed in human services positions. The Illinois Health Care Worker Background Check Act (P.A. 89-197) requires a criminal background check and prohibits the employment of individuals with certain prior criminal convictions as health care workers unless a waiver is obtained by the employer.
