Residents 65 years of age or older whose household income qualifies as defined in the Circuit Breaker Tax Relief Claim are permitted to enroll in courses at no charge for tuition, provided that there are spaces in the classes and that tuition-paying students constitute the minimum number required for all fees and materials. Proof of age and/or financial status are required by the Business Office and must be presented at the time of registration.
Tuition for Out-of-District Residents Students who are residents of Illinois but who live outside of Community College District 518 pay a higher tuition rate. See Tuition & Fees web site for current tuition rate.
Tuition for Out-of-State Residents All students who do not maintain a legal residence in the State of Illinois pay a substantially higher tuition rate. Check Tuition & Fees web site for current tuition rate.

Proof of Residence Students must demonstrate that they are legal residents of Community College District 518 if they are requested to do so. A valid voter registration card or driver's license is sufficient proof.
Tuition Charge-Backs for Carl Sandburg College District Residents Attending Other Community Colleges Residents of Community College District 518 may enroll in a vocational program, as opposed to an occasional course, at another Illinois community college and pay only resident tuition at that institution providing that program is not offered at Carl Sandburg College. Carl Sandburg College will pay to the other institution the difference between the in-district and the out-of-district tuition. A charge-back application must be obtained from Carl Sandburg College, completed and returned 30 days prior to the beginning of the school term for which the application is being made. See the Student Services Office for additional information.
Fees
Activity Fee A student activity fee per semester hour for credit courses is part of the student's bill. Check Tuition & Fees web site for current activity fee. The following activities are funded through the payment of a portion of the activity fee: intramural athletics, concerts, dances, visiting lecturers, the livestock judging team and the Student Government Association, among many other student clubs.
Course Fee Certain laboratory and other courses require additional fees.
Cooperative Agreement An agreement is in place to allow students to attend neighboring community colleges, in specified programs, and pay in-district tuition rates. A student may wish to consider this agreement if their desired program is not offered by Carl Sandburg College. An application must be filed with the Vice President of Student Services at Carl Sandburg College at least 30 days prior to the beginning of the term in which the student wishes to enroll, and is valid, if approved, for the length of the program of studies. This agreement shall be in force until a college decides to withdraw from the agreement.

Payment Methods The College accepts payments in the form of cash, check, bank card, Discover, VISA, MasterCard or American Express. All refunds will be done by check only.
Obligations to the College Students must meet all financial obligations to the College and return all materials owned by the College before they will be allowed to re-register and to receive grade reports, diplomas, certificates, and transcripts.
Deferment Policy Carl Sandburg College provides a convenient, affordable alternative to lump sum payments. The Deferred Payment Plan enables you to spread tuition payments equally over several months without interest or finance charges. By paying monthly, you limit borrowing and keep the overall costs of education down. The Monthly Payment Plan is available to all families regardless of financial need. (Minimal enrollment fee to cover administrative costs.) See Deferred Plan web site for more details.
Southeastern Community College Iowa) Agreement Residents in the western portion of the Carl Sandburg College District may attend Southeastern Community College (West Burlington, Iowa, and Keokuk, Iowa) under the provisions established through an agreement between the two schools.
The SCC/CSC agreement allows Illinois residents of Community College District 518 to attend classes at either campus of Southeastern Community College at the in-district tuition rate for Carl Sandburg College. Specific requirements for Carl Sandburg College students attending Southeastern Community College are:
1. Must be enrolled in a program, as opposed to occasional courses. Program choice is limited to:
- Associate in Arts/Associate in Science — Arts & Sciences/Transfer.
- Associate in Applied Science/Certificate programs in: Accounting, Agriculture Production, Agriculture Supplies/Services, Associate Degree Nursing, Automotive Body Repair, Automotive Technology, Chemical Dependency Counselor, Construction Technology, Design Engineering, Drafting Technology, Electronics Technology, EMT/Paramedic, Information Technology (Desktop Publishing, Internet/Web Specialist, Network Specialist, PC Specialist, Mid-Range/Mainframe Programmer, PC/Mid-Range Programmer), Medical Assistant, Office Technology, Practical Nursing, Precision Machining Technology, Respiratory Therapy, and Welding.
2. Except for the Health Career programs (nursing and respiratory therapy), admission procedures and records are transacted through the Carl Sandburg College Admissions and Records Office. 3. Tuition for students in all programs is paid to Carl Sandburg College. 4. Diplomas and Certificates for all programs are granted by the appropriate institution.
Spoon River College Agreement Residents in the southern portion of the Carl Sandburg College District may attend Spoon River College (located in Canton, Macomb, Havana, and Rushville, Illinois) under the provisions established through an agreement between the two colleges.
The SRC/CSC agreement allows Illinois residents of Community College District 518 to attend classes at any campus of Spoon River College at the in-district tuition rate for Carl Sandburg College. Generally, the requirements for Carl Sandburg College students attending Spoon River College (SRC/CSC students) are:
1. Except for the programs unique to Spoon River College, admission procedures and records are transacted through the Carl Sandburg College Admissions and Records Office located in Galesburg, Illinois. 2. Tuition for students, except those enrolled in a program unique to Spoon River College, is paid to Carl Sandburg College. 3. Diplomas and Certificates for all programs, except programs unique to Spoon River College, are issued by Carl Sandburg College once CSC graduation requirements have been satisfied.

*Refund period refers to the number of business days beginning with the first day of term. Courses with shorter terms begin with the appropriate term date.
Important Note for Financial Aid Recipients: Students who withdraw from all of their courses prior to the 11th week of the semester and who received Federal Financial Aid (Pell Grant, SEOG, Direct Loans) to pay tuition, fees, books, or as cash, will be responsible to repay part of the monies received. If you fail to repay the funds, you will not be eligible to receive federal aid at any college or university. The College follows the federal requirements for Repayment of Title IV funds. A copy of this policy is available in the Financial Aid Office or the Business Office.

Financial Assistance Carl Sandburg College participates in federal, state and institutional financial aid programs to assist students in meeting the costs of higher education. Financial aid is available in the form of grants, loans, scholarships and work study.
